The chapter Nancy just posted argues that Darwin's moral sense (i.e., the characteristics he names that form it) is not innate but appear to be epigenetic. Evolution might have prepared humans for particular dispositions, but human violation of evolved principles for raising kids can squash or limit those dispositions. So people end up requiring external rules and control because they have very little built from the ground up.
